There is established the naval properties local redevelopment authority (the LRA),
a public body corporate and politic, having all the powers necessary or convenient
to carry out and effectuate the purposes and provisions of the Community Redevelopment
Act of 1969, Laws of Fla. ch. 69-305, codified as F.S. ch. 163, part III, as amended,
and this division, subject to all of the limitations set out therein.
